This PR updates the issue templates.
Why?
We don't always get all the information we need in bug reports which leads to unnecessary back and forth. Hopefully the new bug report template reduces the number of incomplete/invalid requests.
We're also deprecating the release issue template since we only have 1 full-time maintainer at the moment (@jsjoeio).
